Since 1st January 2008 when the VGA (Victorian Golf Association) permitted the use of measuring devices in Pennant and state sanctioned events, more and more clubs have passed their local rule to follow.

On the 14th March 2008, the New South Wales Golf Association (NSWGA) in Australia declared its intention to introduce a rule permitting the use of measuring devices, such as the Sureshotgps™, during its events.

This follows the Victorian Golf Associations change on 1st January 2008 and the European Tour's decision on 15th January.

The NSWGA have based the decision on a number of factors including the decrease in cost and accessibility of the unit. The other obvious reason is the increased evidence that distance measuring devices actually improve the speed of play - the main reason for the R&A's change in 2006.

The update, which differentiates Sureshotgps™ in the field of handheld GPS systems, consists of several new state-of-the-art features, and is an automatic downloadable prompt for users when they connect Sureshotgps™ to the Internet via Sureanalysis™.

Now that the US Golf Association has issued a "clarification", it’s time to take another look at rangefinders to see whether these devices are conforming or nonconforming.

When the USGA and R&A last fall announced that they would allow the use of distance-measuring rangefinders and GPS satellite devices in 2006, it was widely assumed that all such devices would be OK.

Based on the new Decision 14-3/.05, the USGA stated the high-tech devices would be permitted by Local Rule. That meant that golfers could use rangefinders in rounds counting for handicap tabulation, should their local club or course allow it, or in any tournament competition where local officials have given their sanction. On a global basis, the USGA, PGA TOUR and other major pro tour groups are not allowing the devices in competition, although they are all right in practice rounds.

The USGA decision was widely praised, to the relief of many amateurs and local pros seeking a faster and more accurate distance-measuring technique than trying to locate a hard-to-find plate in the ground or making a rough judgment based on a distance stake at the side of the fairway - not to mention trying to figure yardage to the front of or to clear a hazard. But, as players flocked to test and purchase the electronic devices, golf’s governing bodies issued a clarification.

Not all rangefinders are OK. In a clarification announced early last month, it was stated that "under the Rules of Golf, golfers must not use distance-measuring devices for handicap purposes or in competition that are capable of gauging or measuring other conditions that might affect play, even if such a function is not used."

Such a function might entail measuring wind speed and direction, or the slope of terrain.

When asked why devices with other capabilities that could be turned off were being banned, USGA senior technical director Dick Rugge said, "Distance information is available to players in many forms... [including] elaborate yardage books containing distances not only to the putting green but to key features of the hole... [therefore] distance is such a 'known quantity'. Although an exception has been made for devices capable of measuring distance only, the capability of measuring other conditions which might affect play, as in elevation change or wind speed, is not in keeping with the intent of the authorized Local Rule, therefore, devices with such capability are not permitted."

The good news for golfers is, even with that distinction, there are plenty of conforming rangefinders and GPS choices. Nikon, Bushnell, Laser Link, Leica and Newcon Optik all offer handheld electronic devices that conform to the USGA rules. For GPS, in addition to courses that supply carts with hole-by-hole electronic maps displaying yardages gleaned via global positioning satellites, Sureshotgps™ offers its handheld, course-portable GPS device.

"The USGA has done a necessary service by clarifying this decision", said Rob O’Loughlin, president of Laser Link Golf. "There has been some confusion, and this should help to set the record straight."

Bushnell Outdoor Products, which has experienced a surge in rangefinder sales over the past five months, now points out that its PinSeeker 1500 Tournament Edition device does conform to the Rules of Golf while its PinSeeker Slope Edition may be considered for "recreational use" by the millions of non-handicap players.

"We expected a jump in sales with the USGA’s decision [last fall], but what we didn’t fully anticipate was the speed at which the golf industry would embrace laser rangefinders", said Jason Seeman, Bushnell’s golf sales manager.

According to Bushnell, the Darrell Survey has reported that its rangefinders are No. 1 on the PGA TOUR, with 95 percent of players and caddies using them during practice rounds.

Common elements to most of the point-and-shoot rangefinders include measurements accurate within a yard or metre, multicoated optics and adverse weather resistant features. It addition to flagsticks, they can be pointed at defined terrain, such as sand traps, water hazards, trees and rock outcroppings.

Here’s a selected look at conforming rangefinders and GPS devices.

NIKON

Both the Nikon Laser500G Laser Caddy and the Monarch Laser800 conform to the Rules of Golf.

The two devices are similar in that they weigh just 8 ounces with a lithium battery and feature multicoated optics. The Laser500G is nearly pocket sized, measuring 3.7 x 2.8 x 1.6 inches. The Laser800 measures 5 x 2.8 x 1.5.

With a brush metal finish, the LaserCaddy is water resistant and accurate within a yard up to 500 yards. Precision guaranteed within a half-yard up to 800 yards, the Monarch - based on a digital measurement process - is waterproof and fogproof.

Suggested retail price for the Laser500G Laser Caddy is $464.95 and $510.95 for the Monarch Laser800.

BUSHNELL

The waterproof PinSeeker 1500 Tournament Edition weighs 11.9 ounces when loaded with a 9 volt battery. It features an ergonomic design, twist-up eyecup, internal LED display and tripod socket, and comes with clip-on carrying case and strap.

TOUR player Sergio Garcia is a member of the Bushnell Outdoor Products pro staff.

GolfWeb testers, during on-course usage, praised the PinSeeker highly, citing ease of use and speed of play. "It was surprising how many times the yardage came out three to five yards different, and more accurate, than the ‘eyeball’ technique", said one amateur tester.

Suggested retail price for the PinSeeker 1500 Tournament Edition is $449.

LASER LINK

The Laser Link Distance System is made up of the QuickShot rangefinder, to be used in conjunction with flagstick reflectors.

The device is lightweight, pistol-shaped, and provides distances in both yards and meters.

In test sessions, GolfWeb players praised the QuickShot’s ease of use, accuracy and carryability. The Laser Link System has been specifically praised by Hall of Famer Arnold Palmer.

The devices cannot be used on courses without the reflectors. According to the company, more than 700 courses (out of 14,000-plus) in the U.S. are outfitted for Laser Link play.

Suggested retail price for the QuickShot rangefinder, which is sold only at on-course locations, is $279.

LEICA

The PinMaster Golf Laser Rangefinder is rated accurate within two yards for objects up to 700 yards away, and precise within a yard for flagsticks up to 300 yards.

Weighing 11.25 ounces with battery, the gray-colored Leica rangefinder comes with an eyepiece for eyeglass wearers, LED readout display with automatic brightness control, and has a carrying case and cord.

Suggested retail price is $600.

NEWCON OPTIK

Like the other companies, Newcon Optik manufactures all sorts of high-precision optical equipment. Its LRM 1200 golf rangefinder, weighing 14.8 ounces with battery, measures distances up to 1,200 yards.

Features include a low battery indicator, automatic shutoff after 60 seconds, 7x magnification, last 10 readings recall, rugged casing, tripod socket and ergonomic design.

The LRM 1200 is relatively value priced among rangefinders with a suggested retail price of $299.

SURESHOTGPS™

The Sureshotgps™ is not a rangefinder, but rather a colourful, lightweight, handheld electronic device providing yardage measurements via satellite.

Distances can be measured in yards or metres to the front, centre and back of greens, along with up to 15 hazards per hole. There is an optional scorekeeping feature.

The device is capable of holding up to 10 golf courses and can be used on any course worldwide that is programmed for the Sureshotgps™. Courses are available for downloading from the company website to the device or players can map courses themselves. The life of the rechargeable battery is approximately seven hours after a full charge.

GolfWeb testers who went to the Sureshotgps™ website had difficulty obtaining a full list of the more than 150 premapped courses in the US, but the company said it was working to rectify the problem. Further, to get yardages accurate to flagsticks, the device needs to be used in conjunction with daily pin sheets, should the course have them.

The Sureshotgps™, with its colourful hole displays, seems fine for premapped courses or for players who have the time it takes just once to map the 18 holes on their home course.

Suggested retail price is $399.

The R&A St Andrews and the United States Golf Association have announced the use of distance measuring devices, including GPS based systems. New Decision 14-3/0.5 allows a committee to permit the use of distance measuring devices by Local Rule.
